Every version keeps its own URL forever. This page lists them; the text itself lives one level down.

## Versioned URLs are permanent

A specification URL points at one version and keeps pointing at it. There is no "latest" alias, because a normative document that changes under its own address is a document nobody can cite.

## What a release candidate means

A release candidate is frozen except for defects. If it changes for any other reason, it becomes a new candidate rather than a quietly amended one.
